On 27 August 2026 the President signed Decree UP-174 approving the “New Customs of Uzbekistan — 2030” strategy (lex.uz/docs/8444993). It removes part of the currency and guarantee requirements for foreign-trade participants, lowers rates and moves procedures to digital form in stages.

From 1 September 2026

Prepayment restrictions are lifted for imports without a foreign-trade contract (invoice-based supplies). The requirement of at least 50% prepayment from the foreign buyer for exports is cancelled, as are payment-guarantee requirements (letter of credit, bank guarantee, insurance) for exports in national currency. Small-batch food exports are exempt from the sanitary-epidemiological conclusion when the consignment is too small for sampling.

From 1 October 2026

The fee for export customs clearance, for issuing certificates of origin and for fumigation and phytosanitary certification of fruit and vegetables is cut by 30%.

From 1 January 2027

The unified customs payment for individuals (personal-use goods above the duty-free limit) drops from 30% to 20% of the customs value; the minimum rate falls from USD 3 to USD 2 per kilogram (an amendment to Resolution PP-4508 of 7 November 2019).

From 1 June 2027

Minor discrepancies in a certificate of origin cease to be grounds for refusal if they do not affect the properties of the goods. An ecological certificate for export is issued only at the exporter’s voluntary request.

Targets for 2030

Twice-faster customs clearance, 60% of related processes moved to digital form, up to 500 authorised economic operators, and processing of goods on customs territory up to USD 3 billion. Separately, a draft law is to be prepared by the end of 2027 allowing the export of up to USD 10,000 in cash without declaration (currently 100 million soum).

According to figures cited in September 2026, the time to process a customs declaration under the simplified procedure has fallen to about 20 minutes. 94% of export cargo and 87% of import cargo go through the simplified route.

Targets for 2030

Average import processing time is planned to drop from 4 hours 10 minutes to 2 hours, and export processing from 2 hours 20 minutes to 30 minutes. The number of authorised economic operators is to grow to 500.

Transit and advance declaration

A transit declaration may be filed before the vehicles arrive at the border customs post. An advance cargo declaration can serve as an application for certificates and permits; for low-risk goods approval is granted in advance, and the final declaration no longer has to list the permits issued.

For importers and exporters this means document and approval work can run in parallel with the movement of the cargo rather than after it arrives. Grand Broker Trade carries out this preparation ahead of time.

Since 1 May 2025 the duty-free import limits for personal-use goods set by Cabinet of Ministers Resolution No. 244 of 19 April 2025 have been in force. The limit depends on how the goods are moved:

Value limits

Air transport — USD 1,000; rail and river — USD 500; road and pedestrian crossings — USD 300; international courier shipments — USD 200 per calendar month; international mail — USD 100.

Quantity limits

Alcoholic drinks — up to 2 litres; tobacco — 200 cigarettes or 5 cigars or 100 g; perfume — up to 3 units (no more than 300 ml).

International parcels

Since February 2026 the recipient must confirm or decline an international parcel in the EPIGU system and the E-TIJORAT app. From 1 January 2027 the unified payment on the amount above the limit drops to 20% (minimum USD 2 per kilogram).
